Union Budget FY25:  Bolstering Healthcare Access, Innovation &  Pharma Production

The Union Budget 2024-25 prioritizes bolstering India’s healthcare system, pharmaceutical industry, and research landscape. While the overall allocation for healthcare (₹89,287 crore) shows a modest increase, targeted measures aim to improve accessibility, affordability, and domestic drug production.

Enhancing Accessibility and Affordability

The budget reflects a commitment to expanding health insurance coverage. The allocation for Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), a government-sponsored health insurance scheme, witnesses a rise from ₹7,200 crore to ₹7,500 crore. This ensures continued support for low-income families seeking medical treatment. Additionally, the allocation for Pradhan Mantri Ayushman Bharat Health Infrastructure Mission has nearly doubled (₹4,108 crore), signifying an emphasis on strengthening healthcare infrastructure across the country. This translates to potential improvements in the availability and quality of healthcare services, particularly in rural and underserved areas.

Promoting Innovation and Domestic Production

The budget recognizes the importance of research and development (R&D) in driving healthcare advancements. The operationalization of the Anusandhan National Research Fund and the establishment of a ₹1 lakh crore financing pool for private sector-driven R&D are significant steps. This fosters innovation in areas like medical devices, pharmaceuticals, and diagnostics, potentially leading to breakthroughs and improved healthcare outcomes.

Furthermore, the budget prioritizes domestic production of pharmaceuticals. The ₹2,143 crore allocation for the Production-Linked Incentive (PLI) scheme incentivizes pharmaceutical companies to manufacture drugs within India. This approach aims to reduce dependence on imported medicines, strengthen the domestic pharmaceutical industry, and potentially enhance drug affordability in the long run.

The budget also proposes exemption of customs duties on three more cancer medications. This measure directly benefits patients by making these life-saving drugs more accessible and affordable.

A Look Ahead: Building a Resilient Healthcare Ecosystem

The focus on healthcare infrastructure, vaccine production, and indigenous drug manufacturing aligns with the government’s vision of building a self-reliant and robust healthcare ecosystem. By increasing access to affordable healthcare, promoting R&D, and bolstering domestic pharmaceutical production, the budget lays the groundwork for a healthier future for India’s citizens.
