The life sciences sector in 2025 was characterized by a distinct divergence in strategy between the two Telugu states: Telangana focused on high-value biologics and sustainable “Green Pharma,” while Andhra Pradesh doubled down on medical hardware and bulk drug manufacturing.
The “Green Pharma” Evolution
The 22nd edition of BioAsia 2025, held in Hyderabad from February 24-26, 2025, served as the global stage for Telangana’s ambitious “Green Pharma City”. This project represents a philosophical pivot from “volume” to “value” and “sustainability.”
The Concept: Unlike traditional industrial estates often plagued by effluent issues, Green Pharma City is engineered with centralized Zero Liquid Discharge (ZLD) systems and common effluent treatment plants that meet the most stringent global ESG standards. This infrastructure is a direct response to the supply chain de-risking strategies of Western multinationals, who now demand environmental compliance alongside cost efficiency.
Investment Surge: During the BioAsia summit in February 2025, the state secured investments worth ₹5,445 crore from 11 major pharmaceutical companies, including Granules India, Laurus Labs, and Biological E. These investments are targeted at establishing facilities for complex biologics, fermentation-based products, and advanced pharmaceutical ingredients (APIs). The focus on “green” manufacturing is expected to create over 9,800 specialized jobs.
Genome Valley: The existing Genome Valley cluster continued to consolidate its position as Asia’s premier life sciences hub. In November 2025, the state government inaugurated “1 Bio,” India’s first single-use bioprocess design and scale-up facility within Genome Valley. This facility, supported by Thermo Fisher Scientific, lowers the barrier to entry for startups by providing access to expensive pilot-scale bioreactors.
Andhra Pradesh
Andhra Pradesh, under its new industrial policy, focused on the machinery of medicine. The AP MedTech Zone (AMTZ) in Visakhapatnam announced the launch of “MedTech Manufacturing Zone 2.0,” a 500-acre expansion dedicated to high-value medical hardware, in December 2025.
Strategic Import Substitution: AMTZ’s 2025 milestones include the establishment of domestic manufacturing lines for MRI superconducting magnets and high-end X-ray tubes. These components have historically been 100% imported, constituting a major cost driver in Indian healthcare. By localizing this production, AP is attempting to structurally lower the capital cost of diagnostics nationwide. The zone is evolving into a comprehensive “Science & Technology Cluster,” integrating academic research with industrial prototyping to accelerate the “lab-to-market” timeline for medical devices.
Medical Breakthroughs
At the national level, scientific breakthroughs translated into public health tools. In September 2025, the Indian Council of Medical Research (ICMR) licensed a multistage malaria vaccine to multiple manufacturers, including Indian Immunologicals and Zydus Lifesciences. This non-exclusive licensing model ensures competitive pricing and massive scale-up capacity, crucial for malaria-endemic regions in India and Africa.
Simultaneously, the regulatory landscape for food and nutrition tightened. The Food Safety and Standards Authority of India (FSSAI) issued a landmark notification in December 2025 regarding the commercial use of the term “Tea”. The regulator mandated that only products derived from the plant Camellia sinensis could carry the label “Tea.” This decision forces producers of herbal infusions (rooibos, chamomile, fruit blends) to rebrand, protecting the identity of the orthodox tea industry while ensuring consumer transparency.
