Coordinated by IIT Delhi and ICAR-IIFSR, the Indore Declaration establishes BRICS AGRIN and a digital farming network, scaling climate-resilient germplasm, soil-microbiome research, and farmer seed rights against restrictive patents.
Agricultural cooperation produced the most concretely dated and specifically instrumented outcomes of any track at the 18th BRICS Summit, built entirely on ministerial work concluded three months before the leaders convened in New Delhi. The 16th BRICS Agriculture Ministers’ Meeting, held in Indore, Madhya Pradesh, on June 12-13 under the chairmanship of India’s Union Minister for Agriculture and Farmers’ Welfare, Shivraj Singh Chouhan, produced the unanimously adopted Indore Declaration — a document Chouhan himself has described as outlining landmark decisions on food security, farmer welfare, climate-resilient agriculture, agricultural trade, and digital farming. The New Delhi Declaration’s September endorsement gave that agricultural charter leaders’-level standing, but the substantive commitments, and the institutional anchors that will carry them out, were fixed in Indore.
The scale that frames the declaration is worth stating plainly: BRICS members collectively account for close to half of the world’s population and, per Chouhan’s own figures, roughly 42 percent of global agricultural land and a comparable share of global cereal production. A shift in how that bloc organizes seed systems, soil science, and farm-level digital tools is consequently a shift with global food-security weight, not merely an internal BRICS matter.
Four institutional initiatives carry the Indore Declaration’s agenda forward, each assigned to a specific coordinating body — a structure that mirrors the science track’s pattern of naming a single lead institution rather than diffusing responsibility across a committee. The Global Forum on Farmers’ Rights in Seed Systems, coordinated by India’s own Protection of Plant Varieties and Farmers’ Rights Authority in New Delhi, is tasked with documenting indigenous landraces, preserving open seed-saving practice, and providing a forum where farmers’ rights to save, reuse, and exchange seed — even of protected varieties, a principle written into India’s own plant-variety law — can be weighed against seed-patent regimes more restrictive under Western intellectual-property conventions. Chouhan has framed the forum as addressing an existential threat to traditional seed varieties that represent both agricultural biodiversity and cultural heritage, even as newer hybrid varieties remain essential to yield growth.
BRICS AGRIN, the Agro-Inputs, Genetic Resources and Information Network, is the declaration’s mechanism for exchanging germplasm, fertilizer and agrochemical information, and genetic-resource data among member states, with particular focus on heat-tolerant and pest-resistant seed stock. Its structure is farmer-centric by design: rather than a purely government-to-government data exchange, AGRIN is meant to let countries and farmers with limited domestic access to advanced genetic resources draw on varieties and best practices developed elsewhere in the bloc.
Regenerative and climate-resilient farming methods have their own coordinating body in the BRICS Network of Centres of Excellence on Agroecology and Regenerative Agriculture, led by ICAR’s Indian Institute of Farming Systems Research in Modipuram. The network’s brief covers formulating biological nutrient solutions, monitoring soil microbiomes across diverse agro-climatic zones, and quantifying carbon sequestration achieved through organic and regenerative practice — research that feeds directly into India’s own National Mission on Natural Farming by giving Indian agronomists access to multinational soil and microbiome datasets that a single country’s field trials could not generate alone.
Digital agriculture, meanwhile, sits with IIT Delhi as coordinating institution for the BRICS Network on Digital Agriculture, charged with developing AI-based yield-forecasting tools, satellite-linked precision-irrigation scheduling, and edge-compute pest-detection systems for deployment across the bloc’s varied farming geographies — testing ground that spans South America, Africa, and Southeast Asia as well as India’s own agro-climatic diversity.
Underpinning all four initiatives is a structural conversion the declaration formalizes: the long-standing BRICS Agricultural Research Platform, previously a forum largely for academic exchange, becomes an active Knowledge-to-Action Hub explicitly designed to move laboratory seed-breeding and soil-management discoveries into smallholder fields faster than its earlier, more academic mandate allowed. The declaration’s own language prioritizes climate-hardy millets, biofortified legumes, and short-duration pulses for this fast-tracked translation, paired with investment in post-harvest cold-storage and drying technology aimed at reducing the field-to-market spoilage that both erodes farmer income and adds unnecessary emissions to the food system.
A fifth, more commercially oriented initiative — a proposed BRICS Grain Exchange intended to settle wheat, rice, and pulse trades directly in members’ sovereign currencies rather than dollars, with an informal 2027 target for operational status — sits alongside the four Indore-anchored research networks, though it belongs more to the bloc’s broader de-dollarization and trade agenda than to its agricultural-science cooperation as such, and its timeline should be read as aspirational rather than committed.
For India specifically, the Indore Declaration converts three of its own domestic agricultural institutions — the PPV&FRA, ICAR-IIFSR, and IIT Delhi — into the operational hubs for multilateral programs spanning eleven member states and a wider circle of partner nations. That arrangement gives Indian agronomists and digital-agriculture researchers early access to comparative data from radically different farming systems, from South American row-crop agriculture to African smallholder plots, at a point when India’s own National Mission on Natural Farming and Digital India agriculture initiatives are still validating their models at scale. The test for readers to watch is less whether the declaration’s institutional design holds — Indore’s four coordinating bodies are now named and operational in principle — and more whether the promised translation from laboratory research to smallholder practice actually accelerates, given how frequently prior agricultural research platforms have struggled to close exactly that gap.Narendra Chalasani
