From Civil Service to Global Influence: The Journey of Jayesh Ranjan

Jayesh Ranjan is a distinguished Indian Administrative Service (IAS) officer from the 1992 batch, presently serving as the Special Chief Secretary to the Government of Telangana. He oversees the Departments of Information Technology, Electronics & Communications (ITE&C), Industries & Commerce, and Youth Advancement, Tourism & Culture. In addition, he holds the position of CEO for both the Industry & Investment Cell in the Chief Minister’s Office and the SPEED initiative, which drives strategic economic development and efficient project delivery across the state.

With a rich educational background, he holds a Master’s Degree in Psychology from Delhi University, a degree in Business Management from the Indian Institute of Management, Calcutta, and a Master’s in Public Management from the Lee Kuan Yew School of Public Policy, National University of Singapore. His commitment to lifelong learning is further evidenced by his participation in short courses at prestigious institutions worldwide, including the University of Birmingham, JICA Training Institute in Tokyo, London School of Economics, Kennedy School of Government at Harvard University, and the Swedish Institute in Stockholm, covering a wide range of topics from environmental policy analysis to sustainability and corporate social responsibility.

Ranjan’s excellence in the civil services is highlighted by his distinction as the All-India topper of his IAS batch. His expertise and dedication have been recognized internationally, earning him the World Bank’s Social Capital Visiting Scholarship in 2002 and the British Government’s GurukulChevening Scholarship in 2005. Beyond his role in the civil service, Ranjan has contributed his knowledge and skills to various international assignments for organizations like the World Bank, UN-ESCAP, and Sedatu project of Mexico, and has supported youth-focused NGOs such as YES, Inc of the USA and NMC from Italy.

In his current capacity, Ranjan spearheads the development of policy frameworks, drives new investments, explores opportunities for leveraging IT in government processes, and champions the digital empowerment of citizens. His career in the Telangana government has seen him taking on pivotal roles in industrial promotion, tourism, and urban development, as well as dedicating over a decade to rural development in areas such as tribal development, natural resource management, and poverty alleviation.

Ranjan is deeply involved in training and mentoring new civil servants as part of the National Pool of Trainers in Leadership, constituted by the Government of India. His commitment to social welfare extends beyond his professional responsibilities; he supports numerous social, cultural, and charitable causes and serves on the boards and advisory committees of several organizations, including United Way Hyderabad, Save A Child’s Heart Foundation, and the World Wildlife Fund Hyderabad chapter, among others. Despite the political transition from the leadership under KCR and KTR to the Congress government led by Revanth Reddy / D Sridharbabu, where numerous IAS officers witnessed transfers and reshuffles, JayeshRanjan’s position remained steadfast. It was alleged that Ranjan sanctioned procurement deals worth Rs 278 crore directly from companies, bypassing the tender process, which raised concerns regarding adherence to Central Vigilance Commission norms. Despite these controversies, the new Congress government reaffirmed their trust in him by continuing his tenure as the Principal Secretary of IT & EC.
