Dr. Komal Kapoor Takes the Helm of ECIL as Chairman & Managing Director

Dr. Kapoor — Distinguished Scientist and Chief Executive of the Nuclear Fuel Complex — assumed charge as Chairman & Managing Director and Director (Technical) of the Electronics Corporation of India Limited
The Chief Executive of the Nuclear Fuel Complex — the metallurgist who kept India’s reactors fuelled and its missiles tubed — now commands the nation’s strategic electronics flagship, in a rare convergence of atomic materials and mission electronics under one leadership.

Dr. Komal Kapoor, Distinguished Scientist and Chief Executive of the Nuclear Fuel Complex (NFC), has assumed charge as Chairman & Managing Director (CMD) and Director (Technical) of the Electronics Corporation of India Limited (ECIL), the Schedule ‘A’ Miniratna Category-I Central Public Sector Enterprise under the Department of Atomic Energy (DAE). With this appointment, one of the most consequential figures in India’s nuclear fuel cycle steps into command of the country’s pioneering strategic electronics enterprise — while continuing to steer NFC, the industrial heart of India’s atomic fuel programme.

The appointment is more than a routine change of guard. It places at ECIL’s helm a scientist-administrator whose thirty-seven-year career embodies the DAE’s founding creed of technological self-reliance — a man whose fingerprints are on the fuel bundles powering India’s reactors, the cladding tubes of its fast breeder programme, and the precision alloy tubing of the BrahMos missile.

From Fuel to Firmware

Dr. Kapoor arrives at ECIL from the summit of India’s nuclear fuel establishment. As head of three nuclear fuel cycle facilities, he has been the guarantor of uninterrupted fuel supply to the nation’s operating power reactors, and is presently overseeing the establishment of a large greenfield nuclear fuel complex at Kota, Rajasthan — a project conceived to feed the next generation of reactors in India’s rapidly expanding nuclear power programme.

His stewardship of NFC has been marked by measurable gains in fuel quality, reactor fuel performance and radiological safety standards, alongside record production of zirconium alloy fuel tubes and strategic seamless tubing for the Departments of Atomic Energy, Space and Defence. He additionally serves on the Boards of Uranium Corporation of India Limited (UCIL) and IREL (India) Limited — a vantage that gives him a panoramic command of the entire front end of India’s nuclear fuel cycle.

ECIL, headquartered at Kushaiguda in Hyderabad — barely a few kilometres from the NFC campus he has served for over three decades — is India’s original strategic electronics house. Established in 1967, it builds nuclear instrumentation and control systems, defence electronics, homeland security solutions, aerospace systems, secure communications and the Electronic Voting Machines that underpin the world’s largest democracy. The corporation’s mandate sits precisely at the junction of Dr. Kapoor’s twin worlds: atomic energy and national security.

A Career Forged in the DAE Crucible

A metallurgical engineer from Punjab University, Dr. Kapoor joined the prestigious 33rd batch of the BARC Training School, Mumbai, in 1989 — the Department of Atomic Energy’s elite induction into scientific service. Posted to NFC upon graduation, he rose through every tier of the organisation over more than three decades, earning a Doctorate in Metallurgical Engineering and Materials Science from IIT Bombay along the way, before assuming charge as Chairman & Chief Executive of NFC on the last day of 2022.

His contributions have been recognised with the NMD Young Metallurgist Award of the Ministry of Steel, Government of India, and the DAE Excellence Awards in Science & Technology, among other honours. He has authored more than 100 research publications in national and international journals and symposia, co-authored technical documents of the International Atomic Energy Agency (IAEA-TECDOCs), and serves as Adjunct Professor at the Homi Bhabha National Institute, Mumbai, and Guest Faculty at the University of Hyderabad.

What the Appointment Signals

Industry observers read the appointment as a deliberate cross-pollination within the DAE family: the sitting chief of the department’s strategic materials powerhouse taking charge of its strategic electronics powerhouse. His deep experience in advanced nuclear technologies, materials science and large-scale project execution is expected to sharpen ECIL’s technological edge across its nuclear, defence and security verticals — and to deepen the manufacturing synergies between Hyderabad’s two DAE giants at a moment when India’s nuclear power capacity, defence indigenisation drive and electronics self-reliance ambitions are all accelerating in concert.

For ECIL, the arrival of Dr. Komal Kapoor opens a chapter led by a scientist who has spent his entire professional life converting national ambition into engineered reality. For the DAE ecosystem, it is a statement: the fuel cycle and the electronics that instrument it will now advance under a single, seasoned hand.
