Union Health Minister J.P. Nadda and Chief Minister N. Chandrababu Naidu jointly inaugurated 10 Critical Care Blocks and 12 Integrated Public Health Laboratories across Andhra Pradesh on Saturday, adding roughly 500 critical-care beds and disease-surveillance capacity aimed squarely at reducing the distance poorer and middle-income patients must travel for emergency and advanced care.
Andhra Pradesh brought 22 new health facilities online today, inaugurated jointly by Union Health and Family Welfare Minister J.P. Nadda and Chief Minister N. Chandrababu Naidu at a ceremony at the old Government General Hospital in Vijayawada, with several of the remaining sites inaugurated virtually from the same venue. The facilities were built under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), the centrally sponsored scheme launched in 2021 to strengthen critical-care and public-health-surveillance infrastructure nationwide.
Of the 22 facilities, ten are Critical Care Blocks (CCBs) built at Government Medical Colleges and district hospitals across YSR Kadapa, Nellore, Srikakulam, Visakhapatnam, Ongole, Anakapalli, Rajamahendravaram, Kurnool, Hindupur and Vijayawada, at a combined cost of roughly ₹233–234.5 crore. Together they add approximately 500 critical-care beds and provide specialised services in cardiology, nephrology, neurology and neurosurgery, alongside dedicated operation theatres and ultrasound facilities. The remaining 12 facilities are Integrated Public Health Laboratories, built at a combined cost of roughly ₹15 crore, intended to strengthen the state’s disease-surveillance and diagnostic capacity at district level.
What the Critical Care Blocks are designed to do
State Health Minister Satya Kumar Yadav said the emergency healthcare facilities are specifically equipped to handle situations such as the Covid-19 pandemic — that is, the CCBs are built with surge capacity for infectious-disease outbreaks and mass-casualty emergencies in mind, not solely for routine critical care. This design intent reflects PM-ABHIM’s origin as a post-pandemic infrastructure programme: the scheme was conceived in the wake of Covid-19’s exposure of gaps in India’s critical-care bed capacity and disease-surveillance systems, and the Critical Care Block model has been rolled out at Central and state facilities nationwide with that specific brief.
Why it matters
Andhra Pradesh’s tertiary and critical-care capacity has historically been concentrated in a handful of major cities, forcing patients from smaller towns and rural districts to travel considerable distances for advanced or emergency treatment. Adding roughly 500 critical-care beds across ten districts, rather than concentrating them further, is intended to bring emergency and advanced care meaningfully closer to patients — an explicit stated goal of the state’s health ministry, and one that particularly benefits poorer and middle-income families for whom the cost and logistics of travelling to a distant tertiary hospital are themselves a barrier to timely treatment. The accompanying public-health laboratories matter for a related but distinct reason: disease surveillance and early outbreak detection depend on laboratory capacity being distributed close to where outbreaks originate, not centralised in state capitals, so the 12 new labs strengthen a different, earlier link in the health-emergency response chain than the CCBs do.
